So aside from the multi-billion peso Dengvaxia scandal, the former Pnoy government was also embroiled in another big scandal known as the BHS or Barangay Health Station project.
According to Thinking Pinoy, the Pnoy government launched a P4.8-billion program in 2015 to construct 3,200 Barangay Health Stations throughout the country, more commonly known as “School-based Barangay Health Stations”.
The Pnoy government allocated Php 4.8 billion budget, awarding the project to the winning bidder JBros Construction who offered to do it for Php 4.45 billion. Awarded in December 2015, the contractor was supposed to complete all 3,200 Barangay Health Centers by September 2016. Turned out this was just phase 1.
The second phase of the Pnoy government BHS project required 2,500 additional health stations to be constructed, ramping up the cost to a total of P8.1 billion. [GMA News]
As per estimate of Thinking Pinoy, the cost of building each Barangay Health Station was P1.4 million. Ted Failon pegged the cost per BHS project at P1.5 million.

If you wonder how your P1.5 million Barangay Health Station looks like, well Ted Failon went on to check out this controversial project of the former Pnoy government and the ABS-CBN broadcaster summed up what he saw in one word, “substandard”.
Worse, only a small portion of the multi-billion peso BHS project were finished by the contractor. According tp DOH Sec. Duque, only 270 BHS were possibly finished in phase of the project. [Link here]
By the looks of it, the BHS projects weren’t only substandard but they were also unfinished and already showing signs of cracks even before the public could receive medical services from the said health center.
Ted Failon’s exposé obviously angered social media, judging by the comments of netizens on Failon’s thread.

The people in government really screwed over the poor with our own tax.
Hey Failon just imagine the amount of government employees we have in our population. About 17-20% of the working population. And most are corrupt. So if we have. 2 Trillion deficit just imagine the amount that goes into corruption.
Think of it. Collate all the project costs. Roads, bridges etc. they won’t hit 2T. Then deduct the salaries of the employees. That’s about 200b a year. Look into it.
So the country is left with so much money to spare. What do they do? They repair roads that aren’t broken and leave the poor that are clogging up our system who votes for them.
Any decent government would have cleaned up the waterway a long time ago if they didn’t benefit from the population voters added. “Kapalet nang 100 nila sayo ay kayamanan nila”
Kawawa this country talaga. The best choice is to find a better and calmer life you don’t have to beg for.
While some thanked Duterte and Failon for exposing the anomalies of the previous government.
