International trade expert says drastic measures are in order after 2,000 prisoners of heinous crimes walk free, calls for overhaul of BuCor, repeal of RA 10592

International trade expert and pro-Duterte blogger MJ Quiambao Reyes said drastic measures are in order after 2,000 prisoners of heinous crimes were freed via the controversial RA 10592 also known as Good Conduct Time Allowance law.

Reyes welcomed the news report that PRRD wants BuCor to explain the released of the prisoners convicted of heinous crimes, calling it a first a good step.

On this note, Reyes recommends the overhaul of the entire BuCor system because a revamp or appointing a new BuCor Chief won’t simply cut it.

The law (RA 10592) and the system itself needs to reviewed and changed because RA 10592 is a failure.

In addition, Reyes remarked, the IRR (implementing rules and regulations) are very vague and wishy-washy.

Reyes can’t help but suspect that when the the PDAF issue was a fever pitch, the Congressmen were anxious of getting sued.

Reyes said it was a huge mistake to give BuCor the sole authority to implement RA 10592 and worse, there was no clear definition of what is “good conduct” and “heinous crimes”. These loopholes opened the door for corruption.

Moving forward, Reyes warned the corrupt BuCor officials to prepare themselves to face PRRD’s wrath.

Reyes predicted that De Lima and Roxas are done politically and they will never ever stage a comeback.

She also asked ex-Pres. Noy Aquino why did he sign it into law when he had vetoed several bills during his term?

Reyes wished the lawmakers who played an instrumental role of RA 10592 should now realized their mistakes and lack of foresight and hoped that this should serve as a lesson.

Reyes also advised other lawmakers to revisit the said law and do what is necessary urgently rather than criticize to score points at the expense of the current admin.

PRRD ordering our BuCor officials to explain why they shortened the sentences and authorized the release of almost 2,000 prisoners of heinous crimes is a good first step.

Hindi na makukuha ito sa simpleng revamp o pagpapalit lang ng mga BuCor officials. Ang batas at ang sistema na mismo ang kailangang busisihin at baguhin.

PALYADO ang RA 10592.

MALABO at malabnaw din ng implementing rules and regulations (IRR) nito. Kung paano nakapasa ang nasabing batas noong 2013 at nagawa pang retroactive ay isang malaking katanungan.

(Hmmmm… 🤔🙄🧐 2013… Kasagsagan ng isyu sa PDAF at DAP. Maraming mambabatas at opisyales noon ang nangangambang makasuhan.)

Maling mali na ibinigay na lang ng ating mga mambabatas ang napakalaking kapangyarihan sa BuCor pagdating sa implementasyon ng RA 10592–lalo at wala man lang malinaw na alituntunin at depinisyon ang “good conduct” at ang “heinous crimes”. Those loopholes paved the way for either 1) honest but huge mistakes or worse, 2) gross corruption of some BuCor officials then and now.

Para sa ilang mga tiwaling BuCor officials (noon at ngayon) who may have abused their authority at ginawang kabuhayan showcase ang kapangyarihang ibinigay sa inyo ng Kongreso, tengene nyo! Lagot kayo sa Pangulo!

Para kay Aling Leila at Mang Mar na gumawa ng IRR, anyare??? (Hinding hindi na talaga kayo makakabalik s puwesto.)

Para kay Saguisag atbp na nag-petition for retroactive application at sa mga justices na nag apruba, bakeeeet???

Para kay BS Aquino na pumirma at nag apruba ng RA 10592: Sa dinami rami ng mahahalaga at makataong bills na na-veto mo habang ikaw ang nakaupo, bakit ito inaprubahan mo?

Para sa mga lawmakers na kasamang nagpasa ng nasabing batas noon, sana nakikita nyo ang pagkakamali at kakulangan ng foresight nyo. Maging leksyon na ito sa mga susunod pang batas na ihahain. Sa mga kasama nyo na kasalukuyan pa ring nasa Kongreso, wag na kayong umepal at mag galit galitan pa sa gobyerno gayung malinaw na malinaw naman ang kapalpakan nyo. Just please revisit the said law and do needful, urgent. Otherwise, magsi-layas na kayo at magtanim na lang ng kamote!

Para naman sa mga kapwa ko voters: Please lang, umayos kayo sa pagboto!
