Turned out, Ybiernas has valid reason for not feeling happy with the case against PNoy.
If you carefully read the document below, Pnoy is charged with violation of Article 239 (Usurpation of Legislative Powers) of the Revised Penal Code (RPC) which is weak.
If found guilty, the penalty is prision correccional. In layman’s term, the penalty is six months and one day to six years. What?
No wonder fiscal Darwin Cañete could only asked on Facebook why not technical malversation instead of usurpation of legislative powers against the DAP scam main players.

International lawyer and Hague-based Paula Defensor Knack also took to Facebook expressing a guarded optimism on the DAP case against Pnoy. She was also asking why the senators and congressmen aren’t indicted.
