Malacanang reprimands former DFA Sec Albert del Rosario for misusing diplomatic passport while traveling to Hong Kong on business trip

In reaction to the news that the former DFA Sec. Albert del Rosario was withheld entry into Hong Kong by its immigration officials, Malacanang issued a statement reprimanding the former PNoy Cabinet official.

Malacanang Spokesman Salvador Panelo remarked that del Rosario, as the country’s former Chief Diplomat, should have known or have been alerted to the proper use of diplomatic passports and other travel documents.

Panelo continued, given the experience of former Ombudsman Morales, should have exercise prudence by ensuring Hong Kong has no objection to his entry.

Since this has already happened, Malacanang Spokesman Panelo wrote that the Philippine Government, through our consular office in Hong Kong, continues to provide assistance to Mr. Del Rosario, like all other Filipinos who may find themselves in distress abroad.

On former Secretary Albert del Rosario

It has come to our attention that former Foreign Affairs Secretary Albert del Rosario was withheld entry into Hong Kong by its Immigration Officials.

However, unlike the case of former Ombudsman Conchita Carpio-Morales, Mr. Del Rosario may have misused a diplomatic passport in his travel to Hong Kong, a trip which is private in nature and is in no way related to government or foreign service.

As the country’s former Chief Diplomat, Mr. Del Rosario should have known or have been alerted to the proper use of diplomatic passports and other travel documents. Moreover, given the experience of the former Ombudsman, Mr. Del Rosario should have been prudent enough to ensure that Hong Kong, a Chinese Special Administrative Region, has no objection to his entry.

Certainly, any country has the authority and the right to bar entry to any foreign national to its territory. Be that as it may, the Philippine Government, through our consular office in Hong Kong, continues to provide assistance to Mr. Del Rosario, like all other Filipinos who may find themselves in distress abroad.

Notwithstanding his penchant to capitalize and politicize issues related to PRRD’s foreign policy towards China, he remains a Filipino citizen entitled to protection and assistance from the Philippine Government.
