“Naku, wag kami, basang basa ka na ng masa…Matulog ka na lang ulit.” — Netizen to Drilon saying Duterte no power to declare an epidemic of national concern

ICYMI, President Duterte just declared a nationwide state of public health emergency as the number of confirmed cases of COVID-2019 in the country has risen to six, two of the latest were local transmissions. [Link here]

Senator Franklin Drilon said it cannot be and cited Republic Act 11332 as the basis for his adverse opinion of President Duterte’s order. “President Rodrigo Duterte may only declare a public health emergency when the coronavirus disease 2019 (COVID-19) already becomes a threat to national security.”

Drilon said the Secretary of Health has the authority to declare an epidemic of national concern, like in the case of COVID-19. [Link here]

In light of Drilon’s statement, netizen blogger Noel Landero Sarifa took to socmed stripping the senator from Iloilo “n@ked” figuratively speaking of his motivations.

In a Facebook post, Sarifa wanted to clarify from Drilon that Duterte isn’t supposed to issue such order because it means one less excuse to stage street rallies against the President. “Hindi dapat ginawa ni Duterte kasi hindi nyo agad nagamit yung issue para magrally sa daan?”

Sarifa asked if Drilon would have preferred President Duterte delayed declaring a national health emergency because he hasn’t started criticizing the President yet? “Hindi nyo pa nababatikos kaya wag muna mag deklara?”

Sarifa noted President Duterte acted quickly because he knew, they would have criticize him of negligence and call him inutile. Then, they will take to the streets shouting Oust Duterte. “Kasi inunahan na kayo ng pangulo. Kapag hindi nagdeklara agad, sasabihin nyong pabaya at inutil? Tapos magkakalat nanaman kayo sa kalsada sasabihing Oust Duterte?”

Sarifa asked Drilon when was the last time President Duterte did something correct to their eyes? “Kelan ba may ginawang tama sayo ang pangulo?”

Sarifa asked if WHO declaring covid-2019 as a Global Health Emergency isn’t enough ground to declare it as a national security threat? “Hindi pa ba sapat na National Security threat ang pagdeclared ng WHO sa corona issue as Global Health Emergency?”

Sarifa stressed the word “E-MER-GEN-CY!” to drive home his point and that presence of local transmission means higher chances of the problem turning from bad to worse so it is best to stop it before it becomes a bigger problem. “Ang pagkakaroon ng local transmission means higher chances na mas malaki pa ang bilang sa inaakala, kaya kailangan maunahan na bago pa lumala.”

Sarifa remarked that in the event the problem worsens and public health emergency isn’t declared, for sure Drilon’s allies and local media will have a field day attacking the President on the issue? “Kapag lumala ang problema at hindi nagdeklara ng public health emergency e di basag nanaman ng mga kakampi mong senador at media si Pres. Duterte?”

Sarifa ended the FB post admonishing Senator Drilon not to try the Duterte supporters because the DDS knows Drilon very well. “Naku, wag kami, basang basa ka na ng masa.. Matulog ka na lang ulit.”
