According to the Philippine Daily Inquirer article, Rep. Edcel Lagman from Bicol said that eight Supreme Court (SC) justices who voted to oust former Chief Justice Maria Lourdes Sereno “deserve to be impeached.”
Whether Lagman is serious on his threat, La Salle prof. Antonio Contreras took to Facebook warning of the repercussion of Lagman’s plan.
Contreras said that if Lagman succeeded in ousting the eight justices, this can lead to a constitutional crisis.
Contreras warned “Duterte can declare a palace coup and install a revolutionary government and abolish Congress, change the Constitution and make sweeping reforms he wanted to do but couldn’t.”

“Scenarios which Lagman and company don’t foresee.
With 8 Justices undergoing impeachment, they may file leave. Plus Sereno ousted. This leaves only 6 justices. The SC may no longer function since there is no quorum. This can lead to a constitutional crisis where the President can declare a palace coup and install a revolutionary government and abolish Congress, change the Constitution and make sweeping reforms he wanted to do but couldn’t.
All the 14 Senators who signed a resolution against the SC can be asked to inhibit, leaving 9 Senators. A question of quorum can also be raised. And if allowed to convene, these 9 are those who did not sign the resolution, and would probably vote for acquittal.
And if impeachment is successful, this will allow President Duterte to appoint 8 justices.
