Radio host Mark Lopez has taken steps to stop the spread of “fake” news by the dilawans that President Duterte slashed the budget of the DOH.
In a Facebook post titled “THE REAL BUDGET”, the radio host attempted to demolish the lie that the dilawans have spread on socmed.
“Ok… Once and for all, sagutin natin ang napaka ingay na mga dilawan na nagpapakalat ng FAKE NEWS na BINAWASAN NI DUTERTE ANG BUDGET NG DOH….”
First, Lopez gamely questioned the source reference of those spreading the “fake” news? Lopez cited the Inquirer article in 2019 wherein PNoy’s former DOH Sec was quoted making such statement.
“Una, ano ba ang source reference nila? Ang nakikita ko na binabandera nila eh itong Sept 23, 2019 news article ng Inquirer na ang nagsasabi na nabawasan ang budget ng DOH ay si ex-Secretary Janette Garin (PHOTO 1)”
“Ayan ang screaming banner nila ‘FUNDS FOR HEALTH CUT BY 10BILLION!'” Lopez exclaimed.
Lopez, in a sarcastic tone, asked if Duterte really did cut the DOH budget by P10B?
“Wow, anlupet mo naman Tatay Duts! Bakit mo ginawa yan?!!!
Ginawa ba talaga?”
Lopez switched gear and alerted his followers that the article was written and published when Congress was still deliberating the budget.
“Teka muna, Sept 23, 2019 yung article. Nung mga panahon na yan, budget deliberations pa sa Congress.”
“Wala pang final approved budget at that time,” Lopez wrote in an emphatic tone.
Lopez reckoned that Garin was referencing the submitted National Expenditure Program of the DOH, wherein it asked this much amount for the 2020 proposed budget.
“Malamang ang ni re-refer ni Garin, eh ang na submit na National Expenditure Program o NEP ng DOH, kung saan ang submission nya eh 88 Billion ang kanyang proposed 2020 budget.”
Lopez said Garin got it all wrong. “EH NEP yan, meaning yan yung for submission.”
Lopez exclaimed if indeed that was true, the 2020 proposed budget asked by DOH was lower than the 2019 approved GAA. “Aba eh totoo nga na mas mababa ito kesa sa 2019 Approved GAA ni DOH na 97Billion.”
“Pero teka…,” Lopez said.
Lopez did ask when Congress finished and ratified the 2020 budget. “Kelan natapos at ni ratify ng Congress ang 2020 budget?”
Lopez remarked that in the spirit of fairness, he will cite Rappler as the source of the news. “Sige para patas tayo, si Rappler ang gawin natin source ng news -“

Lopez urged his followers to take note of the date. “Ano ang date – December 11, 2019.”
“So ano ang naging final approved budget ni DOH?” Lopez asked.
Lopez announced dropping the screen grab photo straight from the 2020 GAA Act website. “O ayan ha ipapaskel ko na. Direct from the 2020 General Appropriations Act website.“

Lopez proceeded to drop the screen grab photo of the 2019 GAA to give the public a point of comparison. “Ano nga ang comparison? 2019 GAA. So ilatag din natin, direct from official source.“

Lopez urged netizens to take a look and see for themselves who was telling the truth.
Lopez even took out his reliable calculator to check the difference between the 2019 and 2020 budget for DOH and to his surprise, it was not cut by Duterte but increased by P2.9B, opposite of what the dilawans are claiming in socmed.

Lopez added that the figures he mentioned did not include the budgets intended for Philhealth and Universal health Care Programs. “Yang figures we cited are the actual DEPARTMENT BUDGET. HINDI PA KASAMA ANG PHILHEALTH AND UNIVERSAL HEALTH CARE PROGRAMS.”
Lopez said that if we add the numbers, the DOH budget for 2020 is this much.
“Pag dinagdag pa natin yang mga yan, ang TOTAL BUDGET for HEALTH na inayos ng Duterte administration for 2020 is…..175.9BILLION (refer to PHOTOS 5 & 6)”
Lopez went back again to the 2019 budget by asking, “Eh ano ba ung total budget for health nung 2019?”

Lopez can’t help but slap the figures to the faces of those spreading the news that the Duterte government cut the DOH budget by P10B.
