Now it can be told! The Dengvaxia vaccine was purchased by the Philippine Childrens Medical Center in 2016 as per PO document obtained by Malou Tiquia.
Was this unusual?
Well, based on Bobi Tiglao’s Facebook post on December 7, 2017 accompanied with the photo copy of the PO (purchase order) from Malou Tiquia, Pnoy and Abad has a lot of explaining to the public, especially to the parents of the 700,000 school children inoculated with the defective vaccine.
“Can somebody explain to me why it was the Philppine Childrens Medical Center which purchased the P3 billion defective Sanofi Dengvaxia vaccines from Zuellig? The center’s 2016 annual report doesn’t even mention this. (It receives P900 million in government subsidy annually) The purchase order was signed by Dr. Lecciones, its executive director then and now. (Did Zuellig get a commission for this, which was unnecessary since it was Aquino himself who was negotiating with Sanofi?)
Was this a stupid (or clever) attempt to conceal the purchase as the health department wasn’t authorized in its 2016 budget to buy such quantity of vaccine drugs? With the PCMC buying it, there will be no record in DoH of the purchase. (And therefore DoH or Abad won’t be liable for violating the budget laws?)”
