Maan Macapagal of TV Patrol scored an exclusive interview with SPO4 Roy Villegas, a policeman involved in the Jee Ick Joo slay who thought he was joining a legitimate police operation.
“Akala ko legitimate ang operation na lalo na marami silang ipinakita na ano eh katula dng warrant at atpos papakita na tawag nina Sir Dumlao. October 4 mga mag-alas otso ng umaga na ininiform kami na Ricky Sta. Isabel kung pwede kami sumama dahil may operation raw,” Villegas told Macapagal.
Based on the affidavit of Villegas, he joined the police operation on October 5 in Angeles City.
Around 8:30 AM, Villegas, he and PO2 Baldomino proceeded to Centris (QC) where SPO3 Sta. Isabel, who was driving a black Hilux pickup, fetched them both.
The group drove to Clark, Angeles City, went straight to Friendship Plaza Subd. and entered the said subdivision by presenting an ID bearing the name Rudolf Reyes Go to the guard on duty. Sta. Isabel showed them the house of their Korean target.
The group momentarily left the subdivision and parked in front of an office building where their target worked.
Shortly, a certain guy named Jerry joined them in the vehicle and showed them the target’s car.
Upon Sta. Isabel’s instruction, Jerry alighted from the vehicle and punctured their target’s car tire.
The Korean still drove his car despite the punctured tire and proceeded to Shell along Friendship highway where he had the punctured tire vulcanized.
The group was preparing to abduct their Korean target but the presence of many people made them think twice in carrying out the abduction.
The group decided to follow the Korean target to his residence in Friendship Plaza Subdivision.
The group waited for the Korean target to leave his house but didn’t, so the group decided to leave for Manila after Sta. Isabel told them they have another job to do in Caloocan City.
On October 18, 2016, 9:AM, Villegas said that Sta. Isabel texted him, then called over the phone telling him that he needed an extra hand so he said ok to Sta. Isabel’s request.
On that day, Villegas returned to Angeles City and met up with SPO3 Sta. Isabel’s group. A certain guy called Pulis and Jerry joined them which Villegas thought are Sta. Isabel’s underlings.
The group waited in front of the house of the Korean target.
According to Villegas, Sta. Isabel received his instructions from Supt. Dumlao.
“Si Rick ( Sta. Isabel) ay kumukuha ng instruction kay Supt. Dumlao. Na-overheard ko sa pag-uusap nila kasi malakas ang speaker ni Ricky. Si ricky naman Maam nag-aano sya nare-report ganito ganito ang nangyayari.”
As soon as the Korean emerged from the house, alias Pulis and Jerry grabbed the Korean and forced him to his own vehicle ( Ford Explorer).
Apparently, the Korean target resisted, forcing Sta. Isabel to get out of the vehicle to help alias pulis and Jerry do the job.
Acting as the lookout of the group, Vilegas pointed his gun in the direction of the korean’s house.
When the Korean was tucked inside the vehicle, Sta. Isabel and Jerry entered the Korean’s house while the rest waited inside the vehicle.
Shortly, Sta. Isabel and Jerry emerged from the house together with a woman, which Villegas believed is the house help of the Korean.
According to Villegas, he thought the Director was so he told Sta. Isabel about what was going through his head while the Korean’s house help was ushered inside the vehicle.
Sta. Isabel responded, “Basta, sama-sama tayo dito.” Translation: “Enough, we are in this together.” Sta. Isabel immediately left and got inside his car.
The group left with their target in tow, took NLEX until they got to the Quezon City Memorial Circle where the group stayed for a while.
When the group left QC Memorial Circle, the woman or the house help’s head was covered with a cloth (shirt).
The group proceeded to Camp Crame, parked at the back of PCRG and helped the house helper out of their vehicle and transferred her to Sta. Isabel’s car.
“Pagkarating namin doon, ang instruction ni Ricky, walang bababa sa sasakyan. Doon ko nakita na dumating si Supt. Dumlao at kinausap ni Ricky. Nag-usap sila mga 10 minutes siguro. Maya-maya, Jerry arrived driving an Exalta (Nissan). At, parang di ko alam ano pinag-usapan? nila, parang nagbigay ng instruction eh. Tapos pumunta sa amin si Jerry, kinuha ang babae at nilipat sa pickup.”
Villegas got out of their vehicle and Dumlao asked him who were his companion inside the car. Instead of answering Dumlao’s question, Villegas instead told Dumlao, “Sir. I thought you knew this people because as far as know, you sanctioned this operation.”
Villages said that Sta. Isabel threatened them, handed them a bag containing a packing tape and surgical gloves with the instruction to wear the gloves while applying packing tape to the Korean”s head.
“Sa bintana ko may inabot si Ricky, isang supot. Ning tingnan ko ang laman ay surgical gloves at packing tape. Sabi nya isuot namin surgical glove. Tapos, maya-maya pumasok. Pumasok itong Jerry at kinuha itong packing tape, inikutan ng packing tape itong ulo. Pumasok na itong si Ricky, may dalang bakal. Di ko nakita kung wire o tali yung dala eh. Kasi diko na tiningnan eh.”
“Si Supt. Dumlao, pumunta naman sa explorer at kinausap yung biktima kung kilala niya yung Albert. Sabi naman ng Koreanoi, di nya alam.”
Villegas said he was preparing to disembarked from the vehicle but he was prevented by Sta. Isabel.
“Bababa na sana ako ngunit pinagbantaan kaming dalawa ng driver. Tinanong kung siya kung ano ang gagawin at sino ang may order nito, na sumagot naman sya na ako ang masusunod dito at hindi si Dumlao.”
Shortly, Villagas said he saw SPO3 Sta. Isabel from the back of the car, holding a piece of metal with a rope tied around the Korean’s neck, then strangled the victim until he died.
When the Korean was already dead, Sta. Isabel called a certain Ding to handle the cadaver.
“Noong patay na ito, ay tumawag sa kakilala niyang alias Ding at narinig ko na dalhin ang bangkay ng Koreano sa kanya, narinig ko rin na nagtatalo sila sa presyong 30 thousand, ngunit ayon kay SPO3 Sta.Isabel ay bibigyan sya ng golf set dagdag kabayaran at sinabi rin nya na ipahatid ang explorer na kulay itim sa kanyang Mansion.”
According to Villegas’s affidavit, it was already midnight when the Korean’s cadaver was delivered to the funeral parlor.
“Hating gabi na po ng Oktobre 18, 2016. Tinabi namin ang sasakyan sa isang funerarya at kinuha ng mga kalalakihan ipinasok sa loob pati ang golf set saka ibinababa ang roll up ng funerarya, na kami naman ay nasa loob ng sasakyan. Noong nagsara na ito ay umalis na kami sumunod kay SPO3 Sta. Isabel na sakay sa kanyang pickup na kulay itim.”
Sta Isabel told them to discard the mobile phone of the Korean and the house help.
“Umalis na po kami upang mgpahugas ng sasakyan, nhunit ng may madaanan na tulay,ay inutusan sya ni alias Jerry na itapon ang celfon ng biktima at katulong.”

Si SPO4 Roy Villegas ang sinasabing naging susi sa imbestigasyon ng awtoridad sa pagkidnap at pagkamatay ng isang Koreanong negosyante sa Angeles City, Pampanga. Isinalaysay ni Villegas sa kanyang affidavit kung paano umano niya nakitang kidnapin at patayin ang Koreano.
