“Ever wonder why this communist insurgency never ends?” Ateneo de Davao alumnus answers

In a Facebook post with the title, “THE SOTO-ENRILE ACCORD“, Ateneo alumnus Monching Lumantas answered the million dollar question, “Ever wonder why this communist insurgency never ends?”

Lumantas remarked that all the leaders of the CPP/NDF/NPA have one thing in common, they are all alumnus of the country’s premiere State U.

“All the leaders of the CPP/NDF/NPA and its left wing front organizations – share one thing in common – they are ALL alumnus of the University of the Philippines, the premiere state university in the country. 🏦📖”

Lumantas walked us back to 1968 when Joma Sison became a Political Science professor of UP Diliman.

“It all started in 1968 when its founder, Jose Maria Sison became a professor of Political Science at UP-Diliman, Quezon City. During Martial Law, chanting in the streets and burning effigies were eponymous as it spread like wildfire, uninterrupted and unextinguished for the next ten years.”

At this juncture, Lumantas unravelled the mystery behind the title of his Facebook post.

“In 1982, a student leader of the League of Filipino Students(LFS) by the name of Sonia Soto signed an agreement with then Defense Minister Juan Ponce Enrile, to protect the autonomy of the state university from military intervention, especially in protest rallies.”

Seven years later, the accord include banning the presence of police and military agents.

“In 1989, the agreement was affirmed between then UP president Jose Abueva and then Defense Secretary Fidel Ramos, which remains in place until today, prohibiting the presence of police and military agents inside the campus without notice and approval of the UP administration.”

Three years later since 1989, another agreement was signed.

“In 1992, Abueva and then Interior Secretary Rafael Alunan III signed another agreement to cover the Philippine National Police (PNP).”

Lumantas argued that the “SOTO-ENRILE ACCORD” has a direct relationship why the membership of left wing and youth organizations has saw a dramatic rise from 10,000 to 30,000 today. This is in contrast to the fast dwindling numbers of the NPAs as per AFP report.

“Today, the military says that the population of the New People’s Army has dwindled to less than 3,000 members only. But, the membership in left wing student and youth organizations has dramatically risen from 10,000 to 30,000 due to its massive recruitment.”

Lumantas figured unless something is done to stop the recruitments in the campuses, particularly in UP, the country will not see the end of the insurgency problem in the near future.

“These young activists are the future combatants of the NPA and that is why the insurgency problem remains unsolved for the past 50 years. The NPA membership rises and fall like the sun.”

Lumantas argued that terminating the Soto-Enrile accord is the solution to this particular problem.

“On the other hand, the military and police cannot conduct intelligence activities inside the very ‘haven of communism’ because of this agreement.
There is only one solution – TERMINATE the Soto-Enrile Accord.”

Lumantas ended the FB post by leaving netizens with a bold statement that should make the blood of the members of the youth orgs boil.

“These youth organizations have long abused the freedom of speech and expression enshrined in our Constitution. ⚖️😔”
