Former Senate President Juan Ponce Enrile said that de Lima and Roxas should be barred from holding any public position perpetually for changing GCTA law.
Enrile was ambushed by reporters after the necrological service for former senator Rene Espina at the Senate.
He readily obliged when his comment on the controversial GCTA law was sought.
But before that, Enrile said that, “Section, if you remember it correctly, Section1 of that law (RA10592) explicitly excluded among others, heinous crimes as within the coverage of good conduct time allowance. I understand what happened was the IRR, instead of respecting Section 1 of the amendatory law, included heinous crimes, in the IRR, that was excluded from the law.”
Enrile continued, “How can we possibly make a mistake when we review all these laws before we signed them? The addition of heinous crime in the IRR is unconstitutional, non-existent, void ab initio. Whoever did that should answer for all of these problems.”
Meanwhile, in news article published by GMA News, Enrile said that De Lima and Roxas should be disqualified perpetually for holding any public office for changing the law without the approval of Congress. [Link here]
“They should be disqualified forever for holding any public office. My God, can you imagine changing the law of Congress. Nobody can change, not even the President, can change the law of Congress, they are the alter ego of the President.”
Netizen Ems G. Togonon agreed with former Senator Enrile that the IRR was the problem and not the law per se.
Sa IRR nagkaproblema. Wala sa law ang heinous crime pero pag dating sa Implementing Rules and Regulations nasama na. Don talaga nagka-problema sa IRR. Ang daming naiwang problema na ang present admin nagsa-suffer.
Meanwhile, netizen Lakay Tibong Enrile indirectly blamed Enrile because he signed it before PNoy affixed his signature.
Lolo ikaw ang senate president noong ginawa ang batas na yan. Bago pinirmahan ni abnoy ikaw muna ang nagpirma.
