Lawyer explains Bobi Tiglao’s exposé re Manny Pacquiao’s PolSci degree from legal standpoint

In the wake of former Ambassador Bobo Tiglao’s The Manila Times article alleging that Senator Manny Pacquiao’s political science degree from University of Makati is “fake”, Atty. Nick Nañgit of the FB page Nick Nañgit – NCN Law  wrote a very timely article to discuss ways to verify whether Ambassador Tiglao’s is correct or not.

On Facebook, Atty, Nick started with the logical question to engage his Facebook followers and keep them interested of what he has to say:

“College degree nga ba ang meron si Sen. Manny?”

To do that, Atty. Nick basically asked 3 questions to ferret out the truth regarding Manny Pacquiao’s PolSci degree from UMak.

“Para masagot ang tanong na yan, kailangang malaman natin:

1. May kapangyarihan ba ang PCLLA na gumawa ng equivalency program na para bang isang institusyon ng pag-aaral?

2. Kinikilala ba ng CHED ang nasabing equivalency program ng PCLLA bilang katumbas ng ibinibigay nitong ETEEAP sa pamamagitan ng mga accredited na pamantasan? at

3. Pinahintulutan ba ng CHED ang UMak, isang pamantasan, na pumasok sa isang kasunduan kasama ang PCLLA na gamitin ang UMak para magbigay ng nasabing diploma?

Otherwise, if the statements of PCLLA, CHED or UMak regarding the questions presented do not add up, it could only mean one thing, the said college degree is good for nothing.

“Kung hindi masagot o kung hindi tugma at kapani-paniwala ang sagot ng PCLLA, CHED, o UMak sa mga katanungang ito, ibig sabihin ay walang saysay ang nasabing college degree.”

If the college diploma awarded to the senator is “bogus”, it is not only a big insult to the public, but also to the students of the said university because it is also an big insult to our education system.

“Kung wala itong saysay, ibig sabihin ay may nanloloko hindi lamang sa mga mamamayan, kundi maging sa mga mag-aaral, dahil ito’y isang malaking pang-iinsulto sa sistema ng edukasyon natin.”

If that is the case, Atty. Nick asked if Pacquiao was aware or not? If yes, what was his point? Is Pacquiao liable?

“At, kung nagkataon, alam ba ni Sen. Manny ang mga kaganapang ito o hindi?

Kung alam niya, ano ang pinupunterya niya? Wala ba siyang pananagutan?”

If he was clueless of everything, Atty. Nick is curious what will Pacquiao do next? Like, plan to conduct a senate probe in aid of legislation to stop this from happening again?

“Kung hindi naman niya alam, ano ngayon ang kanyang gagawin? Kasama ba sa magiging plano niya, kung sakali, ang pagsiyasat sa ganitong kaganapan sa pamamagitan ng paggawa ng isang panukalang batas, para maiwasan ang maaaring panloloko sa mga mag-aaral?”

Atty. Nick ended the FB post by leaving two questions for netizens to answer on their own.

May pinagkaiba ba ang mga ganitong kaganapan sa mga binabayaran sa Recto?
