Look: Proof that extra-judicial killings already happening before Duterte says Albay policeman

PO1 Vincent Tacorda have had enough so he tendered his resignation from the police service because of the rotten system in the PNP.

Tacorda wrote in his resignation letter that extra-judicial killings and planting of evidence is already happening long before Duterte became the President.

Tacorda refused to face the camera but granted GMA News to interview him.

“Isa sa mga rason kung bakit nag-resign ako is hindi ko na kaya…hindi ko na kaya ang pressure, di ko na kaya ang sistema. Ayoko na, ayoko na sa PNP.”

Former Catanduanes Provincial Director Jesus Martires gave instruction not to declare the confiscated illegal drugs and money if the amount is quite sizeable because their camp lack funds so they could use the money for the next operation.

Tacorda told GMA News that he has in his possession evidence to support his allegations against his superiors.

“May ebidensya ako niyan. Ini-orderan ako niyan na magconduct ng pamamaril kasi nakiusap sila pwede daw kasi ma-relieve sila dahil lahat na may accomplishment na (oplan tokhang) Catanduanes na alng ang wala.”

Tacorda also alleged that extra-judicial killings is really happening particularly in Catanduanes.

Tacorda said he felt bad after he was transferred to Albay despite his outstanding record.

At the time GMA News made the report, Martires did not respond yet to the allegation.

Meanwhile, P/SR. Insp. Malu Calubaquib said that Tacorda’s use of the media to air his grievance is wrong.

“Airing their grievances to the media is apparently a Conduct of Unbecoming of Police Officer. Applying the general rule, ‘He who assert, not he who denies must prove’, it is the burden on the part of the accuser to provide evidence in order to substantiate their claim.”
