Manileno hits Manila’s vaccination program, calls it the worst, tells Yorme to ditch first come, first serve rule

A certain netizen named Rance Abelgas vented his frustration via a Facebook post with the title “Manila has the worst COVID-19 Vaccination Program”.

In the FB post, Abelgas criticized the city of Manila for having the worst vaccination program based on his personal experience very recently.

Abelgas cited 7 reasons, with explanation of course, why he called Manila’s vaccination program the worst.

Abelgas began by giving netizens a peek of the ritual of Manilenos during a typical vaccination day.

“Nagsimula kaming pumila by 4:30 AM. Ga-kilometro na ang haba ng linya sa Justo Lukban Elementary School pero dahil 1,000 doses naman at seemingly aabot kami sa 900-person mark, pumila kami nang maayos. We even met people na excited magpabakuna at gumising pa nang maaga para sure na meron.”

“Now here’s the irritating part: ang gulo gulo ng sistema,” Abelgas warned his readers.

Basically, Abelgas complained about the crude numbering system, the first come, first served rule that was never applied, the “palakasan” system in the barangay, inconsistent information being passed around leading to confusion, inefficient Manila Health Department, rude barangay staffs, violation of curfew among vaccination hopefuls who camped in the vaccination site just to get ahead of the line. And lastly, he suggested to mayor Moreno to ditch the first come, first served rule and replaced it with a scheduling system.

Abelgas was apparently pissed because despite his efforts of waking up early, 9-hour waiting, going hungry and lacking sleep, they ended up without receiving the vax jab.

For that, Abelgas rated Manila’s vaccination program as the worst and epic failure.

1. Nagsimula silang magpanumber by 6AM. Vaccination started by 8AM or so. Considering na 1AM ay nakatambay na ang mga tao sa school, I think dapat nagbigay na sila ng number earlier than 6AM.

What’s worse, sinulat lang sa kamay at braso ng mga pumila ang numero. WALANG BUDGET SA NUMBER TEH?? What if may sira ulong nagscribble lang ng number sa bisig at yun ang nabakunahan instead na yung binigay ng barangay? How can you verify a scribbled number on a person’s forearm???

2. Ang sabi ng Manila Public Information Office, A1-A5 ang babakunahan ngayon. They did NOT specifically say na may special lane following the priority groups. Ang nangyari, may nag announce sa amin (9AM or so): “Oh, yung mga senior diyan, wag na pumila, diretso na doon.”

I have nothing against seniors getting vaccinated first but THERE SHOULDN’T BE ANY PRIORITIZATION IN ANY OF THE GROUPS SA VACCINATION PLAN KANINA. Edi sana sa kanila na lang binuksan yung vaccination kung uunahin niyo rin naman sila. Talagang magkukulang sa nakapila ang bakuna. Again, the instruction was to vaccinate A1-A5 AS THEY COME. First come, first served.

3. Napakaraming sumisingit sa pila. Hindi talaga aabot ang 1k kapag may sumisingit. Kilala na nga namin ang mukha ng mga taong sumisingit eh. Tapos the barangay staff has the audacity to tell us na “Pag may sumingit kasi, paalisin niyo”. Teh, kaninong trabaho ang magpolice ng pila? Trabaho namin?

4. Inconsistent (and erroneous) information. Maya maya may taong magbibilang ng tao sa pila and will reassure us na “Kasama na kayo sa mababakunahan. Abot kayo.” Ten minutes in, may magsasalita sa loudspeaker “Ubos na po ang bakuna for today. Sa susunod na lang po.” Then biglang may ibang taong magbibilang at magsasalita sa amin na aabot raw kami kasi siya ang nasa loob at nakakakita talaga. GET YOUR INFO RIGHT. Napakarami niyong pinapaasa sa erroneous information niyo. Tapos magtuturuan kung sino ang may kasalanan kapag nagkasisihan?

5. Manila Health Department’s inefficiency. Yes, I am calling you out, MHD. 12NN (imagine, wala kaming tulog at kain, naulanan at nabilad, at 9 hours tumayo) at nagcut kayo ng line. Wala na raw. Then kayo rin ang may sabi na may pagkukunan pa kayo and you can accommodate everyone in line na. So we braved our hunger and exhaustion kasi assured naman kami na masasama kami sa extra vaccine na kukunin. Aba, lo and behold, KWARENTA PIRASO lang ang dumating. 40. AND THEY ALLOWED US TO WAIT FOR ANOTHER HOUR EH 40 LANG PALA ANG DARATING??? Kung alam lang namin ito at walang inconsistencies sa statements ninyo (see previous number), edi sana we should have went home earlier at nakakain na at nakapahinga.

Tapos the only time na nilabas kami ng kung sinong doktora doon ay around 1PM para iexplain na “Wala sa kamay nila ang vaccine kung kulang”, “we are only doing our jobs”, “nakaallocate na kasi ang vaccines for tomorrow” at kung ano ano pang palabok na hindi naman kami mabubusog. Para lang siyang nagpapresscon tapos balik sa dressing room. Ganun lang.

6. Bastos na barangay staff. Medyo given na ito lalo na sa mga ganitong event pero sana wag naman silang masyadong harsh. I needed to shout just to silence him kasi puro useless naman ang pinagsasasabi niya eh. Nakakahiya sa barangay na nirerepresent niya.

Teka muna, nasaan nga ba ang barangay kagawads and staff kanina? 🤔Parang wala naman akong nakitang nagronda at kumausap sa amin. 🤔

7. Curfew at camping. As early as 1AM daw, may nagkacamp na sa Justo Lukban para mauna sa pila. Pero diba may curfew ng 12MN-4AM? 🤔So paano po sila nakapila na hindi dinadampot ng barangay? Samantalang pag iba, violation agad. So baket teh? 🤔

8. Scheduling na sana. Mayor Isko, magdadalawang buwan na sinasabi sayo ng mga tao na hindi effective ang first come first serve na idea. Wala namang masamang amining nagkamali ka and all that. Wag na lang sana nating hayaan na yung maliliit na tao ang napeperwisyo dahil ayaw niyong ayusin ang glitches ng sistema niyo. Kitang kita sa mga mata ng mga tao na they want to get the vaccine. It’s just that the process is so damn difficult that it’s nearly impossible to complete. On a normal day, can you line up for 9 hours straight? Without food and chairs to sit? Na puyat or wala pang tulog?

Anong ending namin? We went home by 2PM. Walang kain, walang tulog, walang saya, walang pakiramdam sa binti, and most importantly, walang vaccine. 9 hours. 9 freaking hours.

Again, Manila’s COVID-19 Vaccination Program is the WORST. 0/10. Singko. 70. Lagpak. Bagsak. I think I have the legitimacy to say this, being a victim of this inefficiency firsthand. 💪🏼

“Ang dami ngang reports kahapon na nagkagulo sa iba’t ibang vaccination sites (schools) sa Manila. Magulo talaga ang sistema nila. Nag-register kami early this year tapos basta pupunta ka lang pala sa site kung part ka ng priority group. Walang announcement sa baranggay, aabang ka sa FB post eh panu ung mga walang access sa internet at di nag-oonline everyday,” wrote another.

“Sir, up until now my Mother is in line and 4AM pa siya nakapila doon. Nauna ang Father ko kasi senior siya. Pero around 2pm na din siya natapos. Magulo nga talaga ang sistema, dapat ayusin na to. Nakakagalit talaga! Sa may Palma Elem school kami,” chimed in another.

“Infairness sa Paranaque, specially sa Barangay Don Galo, mismong barangay staff ang mangungulit sayo through calls na magpabakuna na. May van din to get us to the location at pauwi. May assistance din ng barangay pag dating dun. Bago pumuntang location, checheck muna na yung forms kung kumpleto na. Ngayon ko lang sobrang na appreciate yung efforts ng local government. Great job Barangay Don Galo! Keep it up!”
