Staunch Duterte supporter and international commodities trader MJ Quiambao Reyes just put the Commission on Audit in a hot spot after President Duterte brought up the unliquidated advances of some members of PNoy’s Cabinet during his “Talk To People” public briefing.

Naibalik na ba ang mga unliquidated advances (as of Feb 2016, few months before the election)? Reyes asked.
Reyes clarified that she is posting this not to justify corruption and/or future misdeeds but she appealed to COA to refrain from being selective.
Let me be very clear though: My post was not to justify present corruption and/or future misdeeds. Ang sa akin lang, wag selective at wag ningas cogon. Ang lahat ng nangurakot, nagsamantala, at nagpabaya sa pampublikong pondo, noon at ngayon, dapat managot.

According to President Duterte, the COA had a audit findings of the previous administration. DOJ under De Lima had an unliquidated P61.7.44-M worth of cash advances in the year 2013.
DILG had an unliquidated P7-B worth of fund transfers to various projects implemented under the term of former DIOLG Sec. Mar Roxas as of Dec. 31, 2014. [Link here]
President Duterte stressed that unliquidated cash advances means the money was “kinuha”.
Comelec, DepEd, DILG, DND, DOJ, DSWD, DA, and others had a total of P10,000,014,000 cash advances.
President Duterte said he was doing this in order for the people to know who really are the thieves.

At least sa ngayon may nakitang napuntahan ng budget. Kung meron mang nakurakot doon na yon sa grassroots level. Kahit ilang beses pang sabihin ni PRRD na huwag mangurakot and setting an example kung ang mga tauhan sa baba ay mga kurakot talaga ano magawa niya? Di nga sinunod ang kautusan ng Diyos na huwag magnakaw, si PRRD pa kaya? At least he sets an example of a clean government. And you’re right COA should be consistent and unbias in doing their job and not be beholden by any person or political party. This netizen raised the possibility that the area COA Auditor must have looked the other way around and accepted the Disbursement Report of corrupt government officials, politicians albeit fake procurement receipts out of fear?
Hindi kaya pinapalusot ng COA Auditor sa area na yan ang Disbursement Report ng mga magnanakaw maski puro FAKE ang mga Procurement Receipts and/or non-existing Projects maski isang kapirasong pako?
