Watch: Rep. Lito Atienza asks fellow lawmakers to support President Duterte amid looming war vs. oligarchs, water concessionaires in rousing speech

A video of Rep. Lito Atienza urging House Speaker Cayetano and fellow lawmakers to solidly support President Duterte amid his declaration of w@r versus two abusive water concessionaires.

In a rousing speech, Atienza implored fellow lawmakers to really take note of their duties and sworn responsibilities, defend the country, defend its people from abuses.

The video opened with Rep. Atienza confessing that in the beginning he did not believe what President Duterte said, all of it but after the President said those brave words versus the water concessionaires, the former Manila Mayor said he is now a convert.

And therefore, we stand today in support of the President, ako man ay nagkulang sa umpisa na hindi ko na pinaniniwalaan ang lahat ng sinasabi ng Pangulo.

Sa araw na ito, nakayuko po ang inyong lingkod, sumasaludo ng dalawang kamay kay Pangulong Rodrigo Duterte sa kanyang katapatan sa ating bandila at sa kanyang mga mamamayan.

The statement of the President he issued last night, really strong words are the problem of water distributed by concessionaires.

Napakahalaga po ang sinabi ng ating Pangulo. Na kanyang hayagang hinarap ang problema at sinabi nya na ang dalawang water concessionaires ay dapat lang matakot sa taong bayan. Pagkat hinayaan nyang ilabas ang kanyang sama ng loob sa ginagawa ng dalawang dambuhalang ito. They were able to get a ruling from Singapore declaring that the PH is at default and should pay them billions of pesos, P7.4 B to be exact.

Mr. Presiding Officer, this now affects the whole nation. Not only us Metro Manilans provided water by these exclusive water monopolies.

Ngayon lahat na Filipino, kayo man ay galling sa Luzon, Visayas, Mindanao, magbabayad kayo dahil dito sa desisyong ito. Na nagkulang daw ang pamahalaan sapagkat sila daw ay nalulugi dahil di sila nakapagtataas ng presyo.

Ang sagot ng Pangulo ay simple, kayo ay nalulugi, negosyo ninyo yan. Problema nyo yan. Bakit ko pagbabayarin ang bawat mamamayan sa inyong pagkukulang?

And Mr. Speaker, I would like to stress, the President has already uncovered that these two concessionaires have not delivered their part of the concession. They committed a waste water treatment facility from 1997, on Day 1 of their contract with the government.

And in that same action, they were able to collect from the consumer, money representing 20% of our water bill, they add-on which they called sewage service. And then realizing it was becoming publicly known of a scandalous shortcoming in violation of their contract, they changed it to environmental fee. But in effect, it is still the same 20% add-on to our water bill.

Kumolekta sila ng kumolekta ng daang-daang bilyong peso sa mga mamamayan na hindi naman nila ginawa yung bahagi ng kanilang concession.

They have never started even, putting up an effective waste water treatment facility so that water from our households, waste water coming from our pozo negro should be treated accordingly to a central treating facility before the water is allowed to go back to Laguna de Bay, Pasig River and Manila Bay.

Our water bodies have already decayed to a point practically of no return. Manila Bay is now poisonous. Laguna de Bay is suffering the same decay and pollution. Because waste water from our pozo negro go straight to this water bodies and not to a treatment plant, which was supposed to be delivered from 1997.

Nung ako ay pinalad at mahirang na sa DENR, isa ito sa nakita ko ang hayagang paglabag sa batas ng ating bansa. Immediately we went into action, and we filed cases against them. Penalized them with 100K a day for non-compliance. They questioned it in court, and they lost. They elevated it to the Court of Appeals, they lost. They elevated it to the Supreme Court on August of this year, the Supreme Court finally decided on a unanimous decision, that they are supposed to pay a billion pesos para sila makabalik sa atin lahat, nagdemanda sila sa Singapore. Bakit di sila dito sa Pilipinas magdemanda?

They filed a case sa Singapore and of course they won their case because they choose the venue. Pinagbabayad ngayon ang gobyerno ng pitong bilyong peso. Yan ang tingin nakagalit sa ating Pangulo.

And therefore, we stand today in support of the President, ako man ay nagkulang sa umpisa na hindi ko na pinaniniwalaan ang lahat ng sinasabi ng Pangulo.

Hindi nya hinayaang magtagumpay ang hayok na mapagdarambong itong dalawang concessionaires na to.

And we ought to support the President here. We must require the water concessionaires to produce all their records because they claimed they were losing money and they were not able to collect enough to sustain their operations. Yun ang kanilang ginamit sa Singapore.

I have here the record of the Philippine Stock Exchange, they have been making hundreds of billions of pesos at the expense of all of us Filipinos and they have just proven themselves again, creating a storyline to justify collecting P7B again from government.

Every year, they declared a net income billions of pesos. Every year, they issued tax dividends billions of pesos. Saan nila kinukuha ang argumento na sila ay natatalo o nalulugi? And more than that, what I have mentioned, they have not delivered the other half of that commitment – to produce a waste water treatment plant so that our water will become clean once again.

At this point in time Mr. President, I was almost losing hope. Para bang nanawagan tayo sa pader sapagakat wala pong nangyayari dito sa Kongreso anuman panawagan ang ating gawin.

Ngayon nagsasalita na ang ating Pangulo, sisingilin ngayon ay hindi lamang kami, kung di lahat kayo, saan man kayo manggagaling, magbabayad kayo kung papayagan ng Pangulo manaig ang desisyon sa Singapore.

So we have to stand up as one, at this point in time, I challenged the Speaker of the House, take action on this matter. You lead, we will follow.

We cannot stay quiet, we have to act on this concession agreement, ito ba ay constructive o destructive, ito ba ay serbisyo o perwisyo? Ito po ba ay nakakatulong o ginagawa tayong lahat na parang mga timawa at pulubi?

Kaya minamahal kung kasamahan, I am respectfully requesting you honorable members of Congress, let us get the Speaker to act on this, and we will move as one as the representative of the people and duly elected members of the electorate, we sit here because the people sent us here. It behooves us and now the challenge has been posed to us, we should act accordingly, to this contract signed in 1997 and at this point in time, proving themselves as nothing but moneymaking schemes to get the hard-earned money from our pockets.

Panahon na upang ituwid ang mga kontratang ito ay ma-abrogate kung kinakailangan.

Nong ang tubog ay nasa kamay ng gobyerno, naiinom natin ang tubig galling sa ating mga gripo. Nang magmula hinawakan nila, ang distribution ng tubig, naging marumi na ang uri ng tubig na ating iniinom, kaya tayo ay umiinom na lang ng mineral water.

This is the time Mr. Speaker that the Congress of the Philippines to really take note of our duties and sworn responsibilities, ipagtanggol natin ang ating bansa, ipagtanggol natin ang ating mamamayan sa pang-aabuso.

It is nothing but a money-making venture and I also urged the other members of Congress to take a serious look at privatization of utilities whenever brought to us. Utilities should never be privatized anymore. One of the impositions of the foreign powers embraced to make the Filipinos impoverished forever.

Kailangan tubig, kuryente ay galling sa pamahalaan as a public service and not as a profit (ano daw?) venture. This is the time for Filipinos to liberate themselves from the chains, the chains that were put on us, tinali tayo at di pinagbigyan na makbanagon kahit kalian man.

Ito na ang pagkakataon, not in the next administration, but this administration, because we have a leader who has a courage, mayroon siyang tunay na pagkalalake at yan ang ating hinahangaan.

And again, I’ll repeat what I said, Speaker Cayetano, you are now on the spot. You show your mettle as a leader, we members of Congress will act as one to support you and the President.
